A free, independent, and uncensored press is vital to a democratic society, yet journalism is under assault globally, including in western countries. It is becoming significantly more dangerous, and harassment, intimidation and attacks against the press have increased exponentially in recent years. Attacks against defenders of the press is on the rise as well. It takes the shape of online and physical harassment as well as the weaponization of the law in various forms. The onslaught of misinformation only amplifies the risks facing journalists and the public. The result is decreased accurate information to the public, an uninformed citizenry, and a breakdown of the rule of law and democracy.
In this fireside chat, leading international barrister Caoilfhionn Gallagher, KC, Doughty Street Chambers, and general counsel of The Associated Press, Karen Kaiser, discuss the many vectors of legal attacks on the press and its defenders, recent trends (including attacks on freedom of speech in the US), and upcoming issues to watch for, and potential initiatives and approaches to counter the threats. They bring to the discussion the two key perspectives of a leading international human rights practitioner and seasoned in-house counsel of a global news company – as well as the two perspectives from the UK and the US – to discuss the pressure points, impact, and the critical importance of preserving a free press.

Caoilfhionn Gallagher KC is an international human rights lawyer and expert in journalists’ safety and media freedom, practising as a barrister from Doughty Street Chambers, London. Over the past 20 years she has acted in many landmark human rights cases in the UK and internationally, before the European Court of Human Rights, international courts and UN bodies. She has acted for, and secured the freedom of, many arbitrarily detained journalists, cartoonists, peaceful protestors and human rights defenders around the world, including in Iran, Egypt, Saudi Arabia and the Middle East. Caoilfhionn has particular expertise in accountability for crimes against journalists. Her current cases in this field include leading the international legal teams for media owner Jimmy Lai, imprisoned in Hong Kong; for over 150 BBC News Persian journalists, targeted extraterritorially by Iran; for the bereaved family of journalist Daphne Caruana Galizia, assassinated in Malta in 2017; and leading (join...
Karen Kaiser
Karen Kaiser has been a leading global freedom of expression advocate for 25 years, championing press freedom, journalist safety, and freedom of expression. Karen currently serves as SVP, General Counsel, and Chief Compliance Officer of The Associated Press. In that capacity, Karen is responsible for overseeing all the legal operations of the company globally, as well as the company’s risk, governance and compliance portfolio, with particular emphasis on threats to press freedoms, journalist safety, disinformation, crisis management, and AI governance. In both 2014 and 2022, Karen was instrumental in reforming the U.S. Department of Justice Guidelines on Subpoenas for Members of the Press, and has twice been honored as one of “America’s 50 Outstanding General Counsel” by the National Law Journal for championing First Amendment rights. Karen is Chair of the International Bar Association Media Law Committee and is on the Steering Committee of the Reporters Committee for Freedom of the Press, and also serves on the Advisory Committee for Lawyers for Reporters. Karen holds a B.A. in Philosophy and Economics from the University of Pennsylvania, and a J.D. from Fordham Law School. She also holds a certificate from the Advanced Management Programme at INSEAD Business School in France.
