In recent years, fact-checking organizations have found themselves at the intersection of disinformation campaigns, political pressure, and public mistrust. Framed alternately as "saviors of truth" and "agents of censorship," fact-checkers face unique challenges in navigating these narratives while upholding their mission to promote transparency and accountability. This panel explores the evolution of these narratives and the increasing threats—both overt and covert—faced by fact-checking organizations globally. Key topics include:
> The censorship narrative and political weaponization: a deep dive into how fact-checkers are falsely portrayed as tools of government overreach or corporate control. Examples from Aos Fatos’ reporting highlight how disinformation campaigns weaponize this narrative to undermine credibility.
> Disinformation campaigns against fact-checkers: case studies of targeted harassment, smear campaigns, and strategic disinformation aimed at discrediting fact-checkers, as seen in Brazil and beyond.
> Clandestine actions and institutional violence: drawing from Aos Fatos’ investigation into the "ABIN paralela," the panel will discuss how clandestine actions and systemic violence exacerbate the challenges faced by those working to hold power accountable.
> The role of tech platforms and governments: exploring the balance between platform responsibility and state regulation in protecting fact-checkers while avoiding legitimate censorship concerns.
> Building resilience and public trust: strategies for fact-checking organizations to counter these narratives, foster trust with audiences, and ensure the safety of their teams.
This discussion will provide a critical examination of how fact-checkers can navigate an increasingly hostile environment, balancing the need for robust accountability with the realities of political and social backlash.

Ed Bice

Ed Bice is the CEO and Board Chair of the global technology non-profit Meedan. Since founding Meedan in 2006 he has devoted his professional energies to improving the internet. Ed has led strategy and project definition for open source software development efforts in social computing. With support from Sida, National Science Foundation, Google and Meta, Meedan has developed human-in-the-loop AI chatbots enabling journalists, scientists, and community leaders to provide knowledge services into closed messaging environments. Ed is a member of the Partnership on AI's AI and Media Steering Committee. Recent projects include the #FactsFirstPH initiative with Rappler, Confirma 2022 Brazil Election monitoring project with Brazil’s Superior Electoral Court (TSE), Twitter’s media context program, the COVID-19 Vaccine Media Hub (Google), and WhatsApp’s 3PFC (third party fact-checking) program.

Angie Drobnic Holan
Angie Drobnic Holan

Angie Drobnic Holan is a journalist, editor and writer with a background in library science. She currently serves as director of the International Fact-Checking Network, an organization that empowers fact-checkers around the world. Before that, she was editor-in-chief of PolitiFact, the U.S. politics fact-checking website, and was a reporter on the PolitiFact team that won the 2009 Pulitzer Prize for its fact-checking of the 2008 presidential election. Angie holds dual master’s degrees in journalism and library & information science, and she has taught as an adjunct instructor at both the graduate and undergraduate levels. She has appeared on national television and radio shows (CNN, PBS Newshour, NPR, etc.) to discuss fact-checking and information integrity. Her public speaking includes presentations at universities, libraries and conferences. She was a 2023 Nieman fellow at Harvard University where she studied the intersection of journalism and democracy.

Tai Nalon is co-founder and the executive director of Aos Fatos, an award-winning organization based in Brazil focused on tech-driven journalism to combat disinformation. With 15 years in the journalism industry, she oversees a team of 20+ professionals, among journalists, developers, OSINT experts, and data scientists divided into three key areas: editorial, technology, and innovation. Tai has been recognized as one of the most innovative leaders in journalism by fundraising, developing, and managing creative projects that tackle misinformation while also publishing relevant investigations on the role digital platforms and politicians play in Brazilian democracy. She leads the team that won the 2020 Gabriel García Márquez Award on Innovation; the 2020 Digital Media LATAM for best digital project; the 2019 Claudio Weber Abramo Brazilian Data Journalism Awards on Innovation; and was a finalist for the 2019 Online Journalism Awards on General Excellence for micro-newsrooms.
