Navigating organizational operations in wartime: insights from Ukrainian media leaders

Instead of morning editorial planning, the team hides in shelters from Russian missiles. A well-planned evening broadcast may be interrupted by power outages due to damage to the country’s energy infrastructure. News of offensives, the threat of missile strikes, and the emotional toll of this constant stress affect employees, who, like ordinary people, experience burnout. Yet, despite such conditions that seem unimaginable to the rest of the civilized world, everything continues to function in Ukraine, which has been fighting a full-scale and horrific war for its independence against Russia for the past three years. Media organizations are growing, teams are expanding, and performance metrics are improving. But how?
Is a strategy necessary in such conditions when everything can change in one day? Can media make money when businesses are giving all their extra funds in donations to the army? How can managers expect productive work from employees who struggle with sleeplessness due to shelling, suffer from PTSD, or are being mobilized into the army? Have leaders managed to rebuild their systems to operate under wartime conditions, and how is it working?
These issues will be discussed in a panel discussion with the directors of three Ukrainian independent media outlets, whose central offices are located in the frontline regions of Kharkiv and Sumy, as well as in western Ukraine, Uzhgorod.

Mariia Leonova
Mariia Leonova is a media manager and international management consultant at Jnomics Media. Originally from Ukraine, Mariia works with regional and national outlets in Central and Eastern Europe (CEE), supporting media organizations with audience growth strategies, sustainable business models, and efficient organizational processes. With primary expertise in marketing and business development, she lectures at the Stockholm School of Economics, Deutsche Welle Akademie, FOJO Institute, Internews, and other educational institutions. Advocating for women's leadership and equality, Mariia founded the educational program She Media School for women leaders in Ukraine with support from the United Nations. In 2022, she co-founded and now leads a Ukrainian creative agency, The Tellers, which aims to spotlight socially significant initiatives in the region.
Serhii Prokopenko
Serhii Prokopenko is the editor-in-chief of Gwara Media, a local media outlet that received the 2023 Zabel Human Rights Award. Based in Kharkiv, Ukraine, 30 kilometers from the Russian border and near the frontline, Serhii leads a team of reporters and fact-checkers who work to provide accurate journalism during wartime. Gwara Media is the only English-language editorial team in the region, offering vital coverage for local and international audiences. Under his leadership, Gwara Media has become the largest independent multimedia platform in the Kharkiv region, recognized for its commitment to reliable reporting. It is also a verified member of the International Fact-Checking Network (IFCN), ensuring adherence to global fact-checking standards. Serhii holds a master’s degree in Innovations and Entrepreneurship from Lviv Business School and studied at Kyiv Media School's local journalism program.
Dmytro Tishchenko
Dmytro Tishchenko is the founder and leader of Cukr.city, a Ukrainian media organization specializing in cultural, educational, and media initiatives. Based in Sumy, Cukr.city has grown into a dynamic ecosystem that operates a digital platform, publishes a print magazine, produces podcasts, organizes cultural and educational events, and manages a crowdfunding platform, among other projects. Dmytro graduated from Sumy State University in 2015, earning a master’s degree in applied mathematics and a bachelor’s degree in enterprise economics. To further develop Cukr.city and launch new initiatives in media and culture, he also completed an MBA program at the Kyiv-Mohyla Business School (kmbs). Before founding Cukr.city, Dmytro worked at the Sumy branch of the National Public Broadcasting Company of Ukraine. During this time, he also established a free journalism school for youth, which became a stepping stone to launching his own media outlet. Initially founded under the organization ""Smart City,"" Cukr.city became an independent entity in 2019 and now leads strategic efforts in developing Sumy’s media and cultural landscape. Under Dmytro’s leadership, Cukr.city has significantly contributed to the city’s community by fostering dialogue, promoting civic engagement, and strengthening local culture. The organization also administers the Sumy Community Foundation, which has raised over 45 million UAH since the start of the full-scale war in Ukraine. Through his work with Cukr.city, Dmytro has positioned himself as a driving force in local media innovation, creating a platform that not only informs but also empowers and connects the community of Sumy.
