Romania and Moldova are on the frontlines of hybrid warfare, where disinformation has become a powerful weapon aimed at destabilizing democracies. During recent presidential elections, both countries witnessed the rise of candidates fueled by networks of dubious social media accounts on platforms like Facebook and TikTok—some allegedly coordinated by shadowy companies.
These efforts undermined trust in the electoral process, with journalists caught in the crossfire between misinformation campaigns and public skepticism.
This panel will bring together journalists from Romanina news outlets Hotnews.ro and Snoop.ro, and Moldova’s Ziarul de Gardă, to explore how independent media navigates this turbulent landscape.
The discussion will delve into the impact of disinformation on journalism and democracy: how it shifts the role of journalists, challenges newsroom sustainability, and complicates efforts to reach and engage audiences. The panelists will share practical insights on fact-checking in post-truth environments, building trust in deeply polarized societies, and funding independent media under constant attack.
At a time when conspiracy theories and right-wing populism are surging across Europe, the lessons from Romania and Moldova are urgent and instructive. This session will not only highlight the resilience of independent media in these hybrid war zones but also provide actionable strategies for newsrooms across Europe facing similar threats to democracy and journalistic integrity.

Dan Duca

With more than 20 years of experience in the press, Dan Duca has been a domestic politics reporter and political commentator for several websites and TV stations. He was the editorial coordinator of the websites of some of the most important Romanian news broadcasters - Realitatea TV and Antena 3, and from 2020 to February 2024 he was the editor-in-chief of the newspaper and website Libertatea. Currently, he is the editorial director of Hotnews.ro, and since June 2024 he is co-founder of the investigative platform SNOOP.ro.

Victor Ilie

Victor Ilie is a Romanian investigative journalist renowned for his in-depth reporting on corruption and organized crime. He graduated Journalism in Iași in 2012, he founded or has contributed to independent publications such as Casa Jurnalistului, RISE Project, Inclusiv, Recorder.ro and Snoop.ro. Victor has conducted undercover investigations into Copenhagen and London pickpocket networks, Bucharest drug traffickers, and high-ranking priests of the Romanian Orthodox Church. A three-time winner of the Superscrieri awards, he was also honored with the Ion Rațiu Prize for Journalism in 2021 for his investigation Regele pandemiei, which exposed corruption in Romania’s healthcare system.

Cristian Lupsa
Cristian Lupsa

Cristian Lupșa is a storyteller, editor, and founder based in Bucharest, Romania. He is currently the chair of the European Press Prize Preparatory Committee. For 13 years he ran DoR, a digital and print magazine that was an important landmark for Romanian independent journalism until it closed in late 2022. His more than two-decades long career has taken him from Romania to the U.S., and back. He co-founded DoR in 2009, and, in 2011, began hosting The Power of Storytelling, an international storytelling conference in Bucharest. In 2020, DoR won the European Press Prize Innovation award, the culmination of a series of experiments it was known for: from launching new products, business models, and formats, to bringing journalism on stage, to creating community. Cristian is a 2014 Nieman Fellow. These days he writes his newsletter Draft Four, coaches young journalists, consults local and regional newsrooms, and still believes well-crafted true stories can connect people, heal wounds, ...
